Background
In October 2005 a group of experts on violence held a meeting in Quito to propose the construction of a "Network of indicators for violence, crime and perception of safety". Representatives from the the following countries attended:
Ecuador: Ministry of Government and FLACSO.
Colombia: National Planning Department and CISALVA Institute

Venezuela : Center for Peace and Human Rights at the Central University of Caracas.
The proposal was presented to the Inter-American Development Bank with the goal of obtaining funds from the Regional Public Goods Program and thus responding specific issues such as:
(i) the multitude of indicators to describe cases of crime and violence
(ii) the existence of various unreconciled sources for the same subjects or areas
(iii) the diversity of definitions, mechanisms and technologies used to produce information
(iv) the different interpretations of the terms that both the law and institutions, have used to define coexistence and public security
However, the proposal was not approved as it was presented and the Bank financed another regional meeting for Peru, Ecuador, Venezuela, Panama, Honduras and Colombia, to review and refine the proposal. The meeting was held on 13 and September 14, 2006 in Bogota, Colombia.
In order to move into action and begin working on the identified issues, the RIC (Regional system of standardized Indicators in peaceful coexistence and Citizen security) was approved in October 2007 by the Inter-American Development Bank and began operating in February 2008.
